Actually, you have the meaning of [] and // mixed up. Slashes are used for
phonemics i.e. just the phonemes without much attention paid to the
phonetic realisation. In slashes, one might write the word 'tip' as /tIp/
(in fact, for my ideolect at least, you could probably go as far as /tip/,
but I won't). Square brackets are used for phonetics i.e. when you're
being more picky about the exact realisation. In sq. brackets, one might
write the word 'tip' as [t_hIp_}].
