There is a reference grammar written by Pieter Meijes Tiersma
that was published by Foris in 1985, I believe. It's in my
office (and I'm not), so I can't give you an ISBN. It's really
more of a sketch than a fully fleshed-out reference grammar, but
it does provide some useful information. You might also look at
Tiersma's dissertation on the lexicon in generative phonology
(which is also the title, I believe); lots of stuff on Frisian
there as well (especially breaking).
