Thanks to TV and Natl. Geographic, I now know this refers to a major Hindu
festival (New Years??), where people go around squirting each other with
colored water... but at the time it struck me as very funny.

I like that. Kash has something similar: cakondar '"borrow" without
permission (but with the intention-- someday-- of returning the item)'
