It certainly is nowadays. But you can see the Ingvaeonic vowel shift in Frisian "brea", English "bread" vs. Dutch "brood", German "Brot" (OE used "hlaf" here, ModE "loaf", but "bread" was also available): the vowel broke into a diphthong.
