For whatever it's worth, the Icelandic translation is truer to the original:
"Öreigar allra landa, sameinist! Þið hafið engu að tapa nema hlekkjunum!"
(I added the second line, "You have nothing to lose but your chains!",
because it sounds so good :) )
In any case, that says "of all countries" (even you guys can see it :) )
