I suppose so, but that's rather overlooking the importance of
adpositions, and the fact that adpositions tend to pattern with other
heads, i.e., if a language is OV, adjectives before nouns, etc., than
adpositions will most likely be postpositions, whereas if a language is
VO, adjectives after nouns, etc., then adpositions will most likely be
prepositions.
