www.ling.hf.ntnu.no/ipa/full will give you most of the sounds a human can
pronounce. www.phon.ucl.ac.uk/home/sampa/x-sampa.htm will tell you how to
represent these sounds on a computer without special fonts.
As for grammar, just ask yourself, ever and always, "How do the languages
I know deal with this situation? How should I do this?" That's good for a
start. Also look at www.zompist.com/kit.html and
gareis.free.fr/guide.html for more information on grammar and a bit on
phonology. Pablo Flores has a website with a conlanging guide, as well,
but I seem to have misplaced the url. Perhaps it's in my boot. Or the
couch. Oh, wait...is it in my other boot? Ach, cud!
Laimes,
Wright.
