I would expect it to be tried first in Commonwealth countries, with
America adopting it state by state, the more progressive states
adopting it as its virtues became proven and the rest switching over
as the nonadopters become a minority. As more populations switched
over, the costs of switching would fall and the costs of not switching
would rise.
As we shift in the next couple of decades from paper as the primary
storage medium for text to electronic storage, it will become far
easier to experiment locally with spelling reform.
