That is not what this means. The Orthodox do not see any patriarchical
Hierarch (who could be titled Patriarch, Metropolitan, or Archbishop, but
all are "patriarchical" in the sense of heading an autocephalous
jurisdiction) as being ruler over other jurisdictions. Likewise, a
patriarchical hierarch is supposed to be more of a president of the Synod
of Hierarchs to which he is attached than some sort of monarch.
