This is the low tone (tone #3) in Mandarin.

In my L1 (Hokkien), the same word is pronounced [kwi:] (note the long
vowel) with a high-rising tone (35 or 45, if you will). In "proper" (i.e.
mainland / Taiwan) Hokkien, it's [kwi] (short vowel) with a high-falling
tone (41 or 51).
