It is. Well, that's the usual pronunciation in Brazil, anyway. In Portugal,
it would be [G] (it that the right symbol for the voiced velar fricative?)

Maybe Wes meant a voiced [h] -- I think the IPA symbol is an h with a curved
top. I still don't get this ASCII-IPA or X-SAMPA or whatever it's called
thing, so I can't help you with that.
