Yep - {c} is already used for quite a range of sounds in different natlangs, e.g. inter alia: /k/, /ts/, /s/, /tS/, /tj/, /c/, /dZ/ and as a click in the Nuguni langs; modern Castillian Spanish uses {c} = /T/ before front vowels. So it seems a pretty obvious choice if you have no other job for it to do. The other possibility would be to use {z} - as Castillian does before back vowels - which IIRC is also not used in Skerre.
