An heir could be a nephew or brother or whatever. After all, there were
kings who died without heirs. In addition, some societies had an
indirect succession, where the king's sister's son inherited the
position. In a case like that, it wouldn't matter if the king had
children or not, just as long as at least one sister did.
At any rate, it's similar to the reason that, even during the remarkably
liberal period of tIla and tiKiba II, when men were nearly the equal of
women, at least in theory, men were still forbidden to hold hereditary
positions. Fatherhood is not a socially or legally recognized concept
among the Kassi. Thus, men could have no heirs.
