Get it. It's very good and free of charge. To run FontForge
under Windows you must have Cygwin installed, of course with
all the necessary X-server packages you need to produce a
GUI. You may also want to get Autotrace, with which you can
trace bitmap files directly in FF so as to vectorize them.
FF can handle both TrueType/OpenType and PostScript Fonts
among others.
Unfortunately I have not been able yet to produce a working
Tahano Nuhikamu font due to technical limitations. Nobody
cares for us con-scripters' needs. :-(
