I think SAMPA is good enough as long as your language doesn't have a too "exotic" phonology (compared to European standards). After all, even the CB system and SAMPA overlap a lot. It is true that for more "exotic" phonemes, SAMPA lacks the consistency of some other systems, but it is still more readable than systems using a lot of signs like ; \ /, etc... In fact, there is no best solution and it depends on the language described. For example, SAMPA works very well with Chasma"o"cho, with the small change in the use of /tS/ and /dZ/ for affricates, not consonnant clusters, and the disturbing enough use of /2/ for barred-o and /9/ for oe-ligature. In fact, the best solution should be to add in the explanation of the phonology of a language the exact IPA characters to describe the sounds (images just do fine), with the ASCII transcription used. But of course, that can work only in webpages, not e-mail...
