I don't know, it might be just a regionalism you're hearing, though in my
experience and pronunciation (Belgrade/Vojvodina Serbian), it is indeed
like the Sampa you indicate, and this applies also to other dialects I've
heard - Zagreb Croatian, Sarajevo and Mostar Bosnian...
