That's the private-use area, which - as Henrik said - is less than
ideal, since private-use characters are "technically not for
interchanging text".
I seem to recall reading that there are problems, for example, with
setting PUC to be right-to-left, or to use some of them as combining
diacritics, since PUC have very few properties specified by Unicode.
