Well, I'd suggest you first read both Mark Rosenfelder's _Language
Construction Kit_ (http://www.zompist.com/kit.html) (already
suggested) and Pablo David Flores's _How to Create a Language_
(http://www.angelfire.com/ego/pdf/ng/lng/how/index.html).  (The latter
is more detailed, and is based in part upon the former.)

If you were creating a loglang or auxlang I'd reccommend certain
things by Rick Morneau (http://www.srv.net/~ram/essays.html) and Rick
Harrison (http://www.invisiblelighthouse.com/langlab/index.html
[section under "Ideas"]) but these are overkill for your purpose,
particularly Morneau's _Lexical Semantics_, which I'm working through
at present myself.  But they might be of some interest.

I'd guess that the minumum a language needs is phonology, orthography,
morphology and syntax.  But this is better covered in the abovelinked
sources.
