I have to update and webify it.  Like I did the last one.  And like the
last one I'm putting it on a private page and readers can ask me for the
URL.  The reason I do this is that it's unpublished, and for some venues
putting it on a public page makes it "published" and harder to publish
in print.  I want to treat it like a private paper that I
circulate among friends and allies, and that is not for quotation yet.

But let me get it sorted out and when I do I'll let you know.
