USAGE: German revised spellings

Yesterday's "Independent" (a UK newspaper) carried a photo showing the
following written on a blackboard:
alt neu
der Stengel der Sta"ngel
der Delphin der Delfin
d(obscured) Ka"nguruh das (hand poised)
Evidently, the German spellings are being revised. Who by, why, when, how
etc? More to the point, how does one now spell 'Ka"nguruh'?
