Yes, there are a lot of options. I'm not really into conworlds
or concultures much so that's not a criterion though I
understand it is for a lot of conlangers.

PDF allows provides for document map for easy navigation, and
hyperlinks can be inserted. I don't have any of that in my
documents though because I'm not using Adobe, but a freeware
PDF creator which really does little more than "print" to a PDF.
