That sounds slightly weird; _ ... göra svenska till ett andra officiellt ..._
sounds more natural. Without the preposition _till_, pedants might insist that
you've made _svenskan_ a indirect object; we must make another official
language for Swedish, but I guess this is simply a case of forgetting to type
the word rather than an actual error?
