"&" doesn't seem so arbitrary to me. In the font I'm using
(MS Courier New), the lower left loop looks like a squeezed
"a" (the script kind, with a single bowl), and the rest looks like
a defective epsilon. Historically, of course, "&" is a ligature
for "et", and when handwriting I make it as a large epsilon with
a superimposed backslash (\).
