I hate giving IPA for it, mostly cos I'm not
really all that sure how it sounds. Mostly
because I don't really know what Welsh (or even
Cornish) sound like.
Any IPA I give should be taken as "provisional".

As for the pronunciation...
I use a somewhat kitbashed ASCII rendition of
IPA. Of note are: [W] (sort of like French heur);
[R] (the American R); [3] (yogh); [O-a] (an o
glide); [O_E] & [E_O] (peculiar diphthongs that
I don't know the IPA for); [&] (ash).
