You're talking about abjads. Abugidas have an intrinsic vowel
(prototypically short a) that must be overridden with a vowel sign when
another vowel is wanted, or (in most cases) suppressed with a virama if
no vowel is wanted. Ethiopic, the various Indic scripts, and (arguably)
Canadian Syllabics are abugidas.
