If I understand your terminology correctly, Shanghainese (and by
extension, I assume other Wu dialects) has a three-way system: voiced,
voiceless/unaspirated, voiceless/aspirated.
b, p, p'; d, t, t'; g, k, k'
That extends to fricatives and affricates as well.
Taiwanese (and by extension, I assume other Min dialects) has something
similar (though there is no "d" -- "l" is used; "b" and "g" going
strong, though).
