Only as an allophone with /e/.
Some people do use [E] in place of [e], and I'm told this is most common
in Victoria (south east Aust). I've also noticed it a bit with young
girls, so maybe we're at the beginning of an [e] -> [E] sound change.
Personally, I think my /e/ may occasionally be [E], when the surrounding
consonants happen to make this more convenient, e.g. sometimes before
[l].

I've never heard either of those words pronounced (I've never heard of
'adger' and I've only seen 'azure' in print), but I've always assumed the
latter to be stressed on the second syllable?
