Personnally, I always begin with the conlang, and then sometimes add a
conculture. But that's because I'm primarily a conlanger, and a "technician" at
that (it means that I like working on grammar, but when it comes to use the
language and to develop a lexicon, I often lose interest).
Take your life as a movie: do not let anybody else play the leading role.
