Normally conculture first. I've done conculturing since I don't remember
when, but only conlanged for, eh?, four or five years (I'm 19 - my earliest
concultures probably were created around 1990).
Kalini Sapak is an exception - here the language came first and the
conculture was created to "host" the language.
