Ah. It would be better to use /a/ /E/ /e/ /i/ /1/ and /@/. Phonemic
transcription should be based on one of the allophones, preferably the
most common.
Then [C] before {i}, {y}, and {u} (/e/ /i/ /1/) is plausible.
The lack of back vowels is extremely unusual.
