Possibly. It's still (borderline) spam -- it was email, it was bulk,
and it was unsolicited, though the last is arguable given that at
least some of the addressees are self-professedly interested in
constructed languages in particular, and probably in languages in
general.
At the very least, it's a bit unusual.
