No, of course not. There are more examples where the two contrast: _dal'_ 'vista; faraway place' / _dal_ '(a masculine) gave'. _padal'_ 'carrion' / _padal_ '(a masculine) fell' (or 'was falling', imperfective you know), _zhal'_ '(what a) pity' / _zhal_ 'squeezed' or 'stings (gen.pl.), _vral'_ 'liar' / _vral_ '(he) lied', _final'_ 'final (of a syllable) / _final_ 'final (in sport etc.)', _stal'_ 'steel' / _stal_ '(he) became'.
