Surely.  What one French person is taught, they all are (at least for a
given generation) whether in the heart of Paris or the deepest hole in
the Alps.

My mother (whose native German was quite Standard, and who taught German
to anglophones) said that eu/äu was unlike English "oy" in that the
rounding was constant throughout: i.e. [OH].
