Yes, that's a pretty good description of a French accent while speaking German.
I wonder whether all French learned this description? It sounds
remarkably like a stereotypical French accent.

I'd say [9j], probably. Or maybe [9H] / [9Y].

Hm... I'd've said [Oj], but trying out both, your probably right about
the second component being [H] rather than [j]. Though I would
understand [Oj] just fine as well, but I believe I say [OH].
