Yes according to Wright.  OTOH PIE short o > Gmc a, at least in stem
syllables.
A useful mnemonic for Grimm's Law, if you get bogged down:  MTA (in a
circle); that's Mediae (Voiced) > Tenues (Voiceless) > Aspiratae (IE
aspirates > Gmc fricatives)(and IE aspiratae in turn > Mediae).
