No, you're not. "Monolingual" means "able to speak only one
language", which is clearly not the case with you since you converse
fluently in English as well as German. You may not have been *raised*
bilingually, but that doesn't stop you from being bilingual (or
multilingual) now.

Sure, I just don't understand why now, after 230 years, the US
suddenly needs to make English official. Is English endangered? I
think not.
