Oh, no, there's not a drop of funding involved.  And
not a single issue has been produced yet, since I have
only gotte one article for the first issue thus far
(slightly over one year into the project).  Plus a
multi-issue list of conlangs in SF-F books, movies and
TV.  At this rate, the fist issue may be ready
sometime in 2010.  I've got a timeslot reserved at the
Annual Gathering in New Orleans for interested parties
to come together and brainstorm.  I've personally
invited about 15 people, only 2 of which are pretty
sure they'll actually be at the AG.
