I've read something similar, a long time ago-- actually, that they pronounce
tr- "in the North American way", which I take to mean something like what
we're discussing-- [t(s`)r\].  When I visited Chile years ago, I was more
concerned with my own Spanish, than in listening carefully to theirs :-((

It's also been mentioned in passing by Chilean members of Ideolengua
(Yahoogroup).
