No, 'u' is not taken according to your original post. And that closed
front rounded vowel you're describing is [y] in IPA, because the letter
'y' is pronounced that way (or similarly) in Latin, Ancient Greek,
German and other germanic languages.
On the other hand, I've never heard of an instance of 'w' being
pronounced [y].

You could use digraphs for mail and internet, and your special
characters for your "official" documents.
