Not really. Charlie uses the Yahoo! Groups interface to post messages,
and it provides no way whatsoever to change the character encoding. For
this and other reasons, I recommend against using it, but presumably
Charlie prefers it to the alternatives.
FWIW, both the Listserv and Gmane's web interfaces allow you to post
UTF-8 simply by having your browser's character encoding set to UTF-8,
which is logical. I don't think Conlang is mirrored at Gmane, but
perhaps it should be. (Gmane is a email -> usenet -> email converter
with email address antispamming and authorisation similar to what you
get from Yahoo! Groups, so you don't get any more spam from Gmane lists
than you do from normal lists. It allows you to use a usenet client for
reading heavy mailing lists without clogging up your email. I would've
brought it up before, except I *like* having CONLANG clog up my email ;)
