Yep - http://www.lojban.org is very well set-out site - a lot of
info there.

Yes, I tried today - and the site does indeed seem to be dead.
I've found Tom Breton's description of he language that I downloaded
on St David's Day, 1996. I see it is copy-righted Tom Breton, 1995;
so I'm not sure what the legal implication is of posting it on an
open list. Now doubt John C. will advise :)

No, it doesn't :)
Indeed, I had a quick browse through a few loglangs this afternoon;
personally, I don't see how any of them can reasonably be considered
as relexes of natlangs.
