I think a conlang without a fictional culture is perfectly
feasible, though I also think that the desire for a conculture flows
naturally from making a conlang (even the makers of Lojban have the
concept of Lojbanistan <g>). For me, at least, there would have to be a
conscious effort to suppress creating a conculture when creating a
conlang.
