Huh?
Actually my Outlook XP decides what encoding to send the message in the
moment I hit "Send", and I can't change anything. I try to send plain
text (when I'm writing English) in the normal Windows encoding, but with
weird characters it screws up. For instance, when I send plain text
emails with BOTH Cyrillic and accented Latin-1 characters, it goes away
as (variously) Chinese GB Simplified or Windows Korean. Actually my
message on oe-ligatue came back as plain text BUT with a mix of Courier
and Arial, and the encoding it shows is Windows Arabic!!! I hate this
thing emphatically.
