Indeed... are there any Hokan or Penutian languages spoken *outside*
of California?

I think by Algonquian you must mean "Algic", which is the
ancestor of Wiyot, Yurok, and the entire Algonquian family. In
fact, I am not aware of any true Algonquian languages spoken in
California at all.
