I use Font Creator, and though it is not too easy, once you get the hang of
it, it works quite well. I have so far created two fonts for my conlangs
scripts, although they are still in the stages of development. Within Font
Creator you can create a sort of vector  graphics, but you can also import
and trace BMP bitmaps.
