It depends on what you're running. In TeX, \u o would produce a breve
over o. If you are running my computer (Linux with some special
settings), Shift-keypad 7 followed by a letter will produce a breve over
that letter. If you're running recent versions of Windows, you can open
up the character map and scroll down and find many Latin letters
(including all the vowels) with breves over them, and use them in most
applications. I really don't know about a Mac.
