Well I enjoyed diddling with Fontographer, but it is pricey
and (afaik) has not been updated in several years.
You might look at PfaEdit (http://pfaedit.sourceforge.net/).
I downloaded it months ago but have not tried it yet.
Then of course there's Metafont.
