From the native Kievites speaking English I hear it in any case like /ki:@f/
or /ki:j@f/ with no regard to the spelling. For me, KYIV is odd too, though
it was officially approved by the Ukrainian government (just the same way as
omitting 'the' in front of the name 'Ukraine')
