I think all US university libraries and most public libraries have
inter-loan service.
Unfortunately, there are kinks: the library here in Tiny-town can get me
anything from any other public library in the state. E.g. lots of Stephen
King, Grisham, Danielle Steele et al. But for books from a Univ. library,
they charge $5.00.
