Phono is pretty good, but the syntax of it is a pain (I still haven't
figured out the distinction between +/- and #/=) and I've noticed some bugs
in it. Besides that, it's closed-source and DOS-only (although I have gotten
it to run tolerably under Dosemu on Linux). (You can search for it on the
SIL page.)
For Windows, there's Langmaker, which IMO is even worse than Phono because
of the really odd bugs it seems to produce. But it's at www.langmaker.com.
